Release notes for ircu2.10.03

These are the release notes for ircu2.10.03.

This is a bug fix release, it fixes a few bugs in ircu2.10.02 and can considered to be stable. The next release will contain major changes again.
Here is a list of the most important changes:

• Fixes the fact that WALLCHOPS (`/ONOTICE') stopped working.
• compile bug fix (sys/socket.h is needed for AF_INET on some Operating Systems).
• Moved the max.targets check from privmsg to join (for channel messages).
• Support for indent (also see "http://www.xs4all.nl/~carlo17/indent/").
• Optimization: /whois nick does a direct hash lookup and not a match() search.
• Compatibility changes (mostly modeless channels) with other irc nets.
• Now really stop messages being sent to a modeless channel from the outside.
• Grammar/Typo corrections in doc/Configure.help.
• Minor update of doc/Manual.
