Release notes for ircu2.10.04
These are the release notes for ircu2.10.04.
Since the admins refused to upgrade ircu2.10.03, this is an extra release
that includes the possibility (again) to look inside secret channels from
the outside. This release can also be considered to be stable.
Here is a list of the most important changes:

New umode (+g) which allows to see HACK wallops. If -g (the default for
lusers) you do not see HACK wallops at all anymore (after every server
upgraded).

An extra `/WHO' filter flag (x) was added. This flag is now needed to see
invisible users, and to see inside a +s or +p channel.

ircII script examples to support the ircu Extensions, previously in
the ADD-TO-IRCRC file, has been moved to a web page.

Increased TS_LAG_TIME to 24 hours. This should definitely get rid of "normal"
HACK notices, so that any HACK wallop left really is a bug (assuming that
no server changes its system clock suddenly by 24 hours or more).

Optimization of /lusers, counting of server/clients/channels etc. is now
done on the fly, and not every time m_lusers() is called (which is done
when someone connects, or someone gives the command `/LUSERS').

The syntax of a remote /lusers was corrected. Is is now: /LUSERS <remote.server>.
This will only work after all servers upgraded.

Preparation for upper/lower case support for ISO-8859-1.

ASCII 160 (non-break-space in ISO-8859-1) is disallowed in channel names.

In order to reduce confusion, it is now disallowed to op or deop a zombie.

The problem known by the effect that servers could be signing off with
an error message like "buffer allocation error for <client>" has been
solved.

The code is indented again, which is why the diff between ircu2.10.03 and
ircu2.10.04 is pretty large.
